Kein Mangel an Maschinen, aber an Nachfrage: Privater Investitionsstau in Deutschland?

The report analyzes the development of private investment in Germany. Comparing the share of investment in GDP between Germany and the other euro area countries, it is found that total German investment was much lower since 2000 than in the rest of the euro area. This investment gap is mainly due to the strong decline in housing and construction investment, not to comparatively low investment in equipment and materials. This investment category has fared far better in Germany than in the rest of the eura area. However, while investment in equipment is not low in comparison to other euro are countries, it is low compared to Germany's own past. This is despite record high profits, low corporate tax rates and low interest rates. The main factor restraining investment is insufficient capacity utilization, i.e. insufficient demand, as well as the uncertainty about the euro area's economic future. On the other hand, construction as a share of GDP has recently increased, but is still well below the share in the rest of the euro area. One explaining factor for this is the still very low share of public investment. To improve overall German investment, the government would have to improve the demand situation for German firms both by advocating a less strict austerity policy in the rest of the euro area and by itself raising investment in public infrastructure.

Der Report analysiert die Entwicklung der privaten Investitionen in Deutschland. Im Vergleich zum Euroraum hat sich in Deutschland seit 2000 eine große Investitionslücke gebildet. Diese Lücke ist vor allem auf den starken Rückgang der Bauinvestitionen zurückzuführen, während sich die Ausrüstungsinvestitionen besser als im Euroraum entwickelt haben. Im Vergleich zur Vergangenheit liegen die Ausrüstungsinvestitionen aber dennoch auf niedrigem Niveau, obwohl die Gewinne weiter nahe historischen Höchstständen liegen, die Unternehmenssteuersätze gering sind und die Zinsen auf historischen Tiefstständen liegen. Die Unternehmen halten sich bei den Ausrüstungsinvestitionen im Moment vor allem wegen der geringen Kapazitätsauslastung zurück sowie wegen der Unsicherheit über die Zukunft des Euroraums. Die Bauinvestitionen in % des BIP sind zwar gestiegen, bleiben aber insgesamt noch unter denen im Rest des Euroraums. Dafür ist auch der Investitionsstau bei der öffentlichen Infrastruktur verantwortlich. Um die gesamte deutsche Investitionsleistung zu steigern, müsste der Staat für eine bessere Kapazitätsauslastung der Unternehmen sorgen. Dazu müsste sich die Regierung für eine Lockerung der Austeritätspolitik im Euroraum einsetzen und vermehrt in die öffentliche Infrastruktur investieren.
